General availability: Yocto recipes for IoT Edge 1.4 LTS

The meta-iotedge layer now contains updated recipes to build the latest 1.4 LTS release of IoT Edge. The layer aims to track the LTS release of IoT Edge and LTS release of Yocto starting with Dunfell. The Dunfell branch will receive on-going updates to reference the latest 1.4.x patch release of IoT Edge through April 2024 to coincide with the lifecycle for Dunfell.
